84cc7c353e Optimizations and fixes. 
Fixed zone colors being drawn incorrectly for certain zones.

Added caching for zone centers.

Made it so only players close to (or that can see) a zone will have it
rendered to avoid high bandwidth usage.

Increased the default value of 'shavit_zones_interval' to 1.5.

Fixed 'shavit_zones_interval' only being applied correctly after a map
change.

f0f986fb80 Fixing stuff 
Added serialization of client index to InsertZone function.

Removed the bool for CustomSpawn, using EmptyZone(float vZone[3]) as
shavit suggested.

Fixed extra/missing newlines.
